第一章 总 则
第一条 北京市Log in to the official phishing game website是北京地区科学技术工作者的群众组织，是中国共产党北京市委员会领导下的人民团体，是党和政府联系科学技术工作者的桥梁和纽带，是推动科学技术事业发展的重要力量。
北京市Log in to the official phishing game website是中国Log in to the official phishing game website的地方组织，接受中国Log in to the official phishing game website的业务指导，是中国人民政治协商会议北京市委员会的参加单位。
第二条 北京市Log in to the official phishing game website的宗旨是：坚持以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，团结和动员科学技术工作者以经济建设为中心，坚持科学技术是第一生产力和人才资源是第一资源的思想，推动实施科教兴国战略、人才强国战略和可持续发展战略，促进科学技术的繁荣和发展，促进科学技术的普及和推广，促进科学技术人才的成长和提高，促进科学技术与经济的结合。反映科学技术工作者的意见，维护科学技术工作者的合法权益。为经济社会发展服务，为提高全民科学素质服务，为科学技术工作者服务，推动社会主义经济建设、政治建设、文化建设、社会建设以及生态文明建设，为建设创新型城市、构建和谐社会首善之区而努力奋斗。
第三条 北京市Log in to the official phishing game website由市属学会、协会、研究会、促进会（以下简称市学会），科技类基金会（以下简称基金会），区县Log in to the official phishing game website以及基层组织组成。
第四条 北京市Log in to the official phishing game website贯彻国家科学技术工作自主创新、重点跨越、支撑发展、引领未来的指导方针和北京市科学技术工作方针政策,弘扬尊重劳动、尊重知识、尊重人才、尊重创造的风尚，倡导献身、创新、求实、协作的精神，坚持独立自主、民主办会的原则和“百花齐放、百家争鸣”的方针。
第五条 北京市Log in to the official phishing game website高举爱国主义旗帜，维护民族团结，促进祖国统一。
第二章 任 务
第六条 开展学术交流，活跃学术思想，促进学科发展,促进学科间的联系渗透，促进自然科学和社会科学交叉融合，推动自主创新。
第七条 组织科学技术工作者为建立以企业为主体的技术创新体系、全面提升企业的自主创新能力作贡献。
第八条 依照《中华人民共和国科学技术普及法》，实施《全民科学素质行动计划纲要》，普及科学技术知识，倡导科学方法，传播科学思想，弘扬科学精神，实施未成年人、农民、城镇劳动人口、社区居民、领导干部和公务员科学素质行动，提高公众科学素质。推广先进技术。
第九条 反映科学技术工作者的建议、意见和诉求，维护科学技术工作者的合法权益。
第十条 发挥“枢纽型”社会组织作用，促进科技类社团组织发展。
第十一条 推动建立和完善科学研究诚信监督机制，促进科学道德建设和学风建设，捍卫科学尊严。
第十二条 组织科学技术工作者参与科学技术发展规划、政策法规制定和有关事务的政治协商、科学决策、民主监督工作。
第十三条 表彰奖励优秀科学技术工作者，举荐科学技术人才。
第十四条 开展科学论证、咨询服务，提出政策建议，促进科学技术成果的转化；接受委托承担项目研究、项目评估、成果鉴定，参与技术标准制定、专业技术资格评审和认证等工作。
第十五条 开展民间国际科学技术交流活动，促进国际科学技术合作，发展同国外科学技术团体和科学技术工作者的友好交往。
第十六条 加强与香港特别行政区、澳门特别行政区和台湾地区的科学技术交流。
第十七条 开展继续教育和培训工作。
第十八条 兴办符合北京市Log in to the official phishing game website宗旨的社会公益性事业。
第三章 会 员
第十九条 市学会、基金会是北京市Log in to the official phishing game website的团体会员。区县学会是区县Log in to the official phishing game website的团体会员。市和区县Log in to the official phishing game website发展团体会员。
第二十条 团体会员的义务和权利：
团体会员的义务：遵守《中国Log in to the official phishing game website章程》和本《实施细则》，执行Log in to the official phishing game website的决议和决定，开展符合规定的各项活动。
团体会员的权利：推选代表参加Log in to the official phishing game website代表大会，参加Log in to the official phishing game website的活动，对Log in to the official phishing game website的工作提出建议和批评并进行监督。
第二十一条 市学会和基层组织发展个人会员。在个人会员比较集中的单位可设团体（单位）会员。可根据《中国Log in to the official phishing game website章程》、本《实施细则》和各自实际，制定其发展个人会员的具体条件和管理办法。
第四章 领导机构
第二十二条 北京市Log in to the official phishing game website代表大会及其选举产生的委员会是北京市Log in to the official phishing game website的领导机构。
第二十三条 北京市Log in to the official phishing game website代表大会每五年举行一次，由北京市Log in to the official phishing game website委员会召集。特殊情况下，可以提前或延期举行。
第二十四条 北京市Log in to the official phishing game website代表大会代表的名额和产生办法由常务委员会决定。代表经市学会、基金会、区县Log in to the official phishing game website、基层组织及有关方面民主协商、选举产生。
代表实行任期制。
第二十五条 北京市Log in to the official phishing game website代表大会行使下列职权：
一、决定北京市Log in to the official phishing game website的工作方针和任务；
二、审议和批准北京市Log in to the official phishing game website委员会的工作报告；
三、制定和修改《实施细则》；
四、选举产生北京市Log in to the official phishing game website委员会；
五、决定其他重大事项。
第二十六条 北京市Log in to the official phishing game website委员会会议原则上每年举行一次，由常务委员会召集。
第二十七条 北京市Log in to the official phishing game website委员会行使下列职权：
一、执行代表大会的决议；
二、选举主席、副主席和常务委员；
三、审议北京市Log in to the official phishing game website年度工作报告和财务报告；
四、决定授予名誉职务或荣誉称号；
五、决定其他重大事项。
第二十八条 委员会闭会期间，常务委员会领导北京市Log in to the official phishing game website的工作，实施委员会确定的任务，批准北京市Log in to the official phishing game website委员会委员的变更或增补及市学会、基金会和基层组织的接纳或退出。
常务委员会会议每半年举行一次，由主席召集，也可委托副主席召集。
第二十九条 在副主席中设常务副主席，经主席提名，常务委员会通过产生。常务副主席在常务委员会领导下主持日常工作。
秘书长经主席提名，常务委员会通过产生。
第三十条 常务委员会设置若干工作委员会和专门委员会，协助审议需经常务委员会审定的有关事项。
第三十一条 常务委员会根据工作需要可聘请科学顾问和外籍专家顾问。
第五章 市学会
第三十二条 市学会是按自然科学、技术科学、工程技术及其相关科学的学科组建或以促进科学技术发展和普及为宗旨的学术性、科普性社会团体。
第三十三条 市学会加入北京市Log in to the official phishing game website须具备的基本条件：
一、承认《中国Log in to the official phishing game website章程》，遵守本《实施细则》；
二、按照国家和北京市有关社会团体登记管理规定依法登记；
三、有学术带头人和相当数量的会员；
四、经常开展国内外学术交流及科普活动；
五、有健全的办事机构和经费来源。
第三十四条 符合第三十三条规定的市学会，向北京市Log in to the official phishing game website提出申请，经常务委员会批准，即为北京市Log in to the official phishing game website的团体会员。
第三十五条 市学会接受北京市Log in to the official phishing game website的领导，承担北京市Log in to the official phishing game website委托的任务。
市学会在业务上接受相应的全国学会的指导。
市学会退出北京市Log in to the official phishing game website，须经北京市Log in to the official phishing game website常务委员会批准。
第三十六条 市学会会员代表大会每三至五年举行一次，决定学会的工作方针和任务，审议和批准学会理事会的工作报告和财务报告，制定、修改会章，选举新的理事会。
第三十七条 市学会办事机构在理事会领导下开展工作，接受学会支撑单位的管理。
第三十八条 市学会凡严重违反《中国Log in to the official phishing game website章程》和本《实施细则》，通知其限期整顿。在规定期限内未达到要求，经北京市Log in to the official phishing game website常务委员会通过，取消其北京市Log in to the official phishing game website团体会员资格。
第六章 基金会
第三十九条 基金会是指利用自然人、法人或者其他组织捐赠的财产，以促进科学技术研究、普及和科技人才培养为目的成立的非营利性法人单位。
第四十条 基金会加入北京市Log in to the official phishing game website须具备的基本条件：
一、承认《中国Log in to the official phishing game website章程》，遵守本《实施细则》；
二、按照国务院《基金会管理条例》依法登记；
三、有热心公益事业、有一定知名度的带头人；
四、有健全的办事机构和经费来源。
第四十一条 符合第四十条规定的基金会，向北京市Log in to the official phishing game website提出申请，经北京市Log in to the official phishing game website常务委员会批准，即为北京市Log in to the official phishing game website的团体会员。
第四十二条 基金会接受北京市Log in to the official phishing game website领导，承担北京市Log in to the official phishing game website委托的任务。
基金会退出北京市Log in to the official phishing game website，须经北京市Log in to the official phishing game website常务委员会批准。
第四十三条 基金会凡严重违反本《实施细则》，通知其限期整顿。在规定期限内未达到要求，经北京市Log in to the official phishing game website常务委员会通过，取消其北京市Log in to the official phishing game website团体会员资格。
第七章 区县Log in to the official phishing game website
第四十四条 区县Log in to the official phishing game website是区县党委领导下的人民团体，是北京市Log in to the official phishing game website的地方组织。
第四十五条 区县Log in to the official phishing game website接受北京市Log in to the official phishing game website的业务指导，执行北京市Log in to the official phishing game website的决议，承担北京市Log in to the official phishing game website委托的任务。
第四十六条 区县Log in to the official phishing game website由区县学会和乡镇、街道Log in to the official phishing game website及接受区县Log in to the official phishing game website业务指导的企业事业单位、社区科学技术（普及）协会等基层组织组成。
区县学会接受区县Log in to the official phishing game website的领导，业务上接受相应的市学会的指导。
乡镇、街道Log in to the official phishing game website联系指导农村专业技术协会和社区科学技术（普及）协会。
第四十七条 区县Log in to the official phishing game website代表大会原则上每五年举行一次，决定本协会的工作方针和任务，审议和批准其委员会的工作报告，选举本协会委员会。
第八章 基层组织
第四十八条 基层组织是指在科学技术工作者集中的经济技术开发区、科技园区、企业事业单位、民办非企业单位等建立的Log in to the official phishing game website。基层组织受所在单位或地区党组织领导，接受北京市Log in to the official phishing game website的业务指导。
第四十九条 基层组织的基本条件：
一、承认《中国Log in to the official phishing game website章程》，遵守本《实施细则》；
二、有一定数量的会员；
三、经常开展科学技术普及、学术交流和技术咨询服务活动，反映科学技术工作者意见、建议和诉求；
四、有健全的办事机构和经费来源。
第五十条 经济技术开发区、科技园区、企业事业单位、民办非企业单位等成立Log in to the official phishing game website，须向北京市Log in to the official phishing game website提出申请，经北京市Log in to the official phishing game website常务委员会批准。经济技术开发区、科技园区Log in to the official phishing game website审批驻区企业成立Log in to the official phishing game website，并报北京市Log in to the official phishing game website备案。
第五十一条 基层组织实施《中国Log in to the official phishing game website章程》和本《实施细则》规定的主要任务，执行北京市Log in to the official phishing game website决议，承担北京市Log in to the official phishing game website委托的任务。
第五十二条 基层组织代表大会每三至五年举行一次，决定本协会的工作任务，审议和批准其委员会的工作报告，选举本协会委员会。
第五十三条 基层组织长期不能开展活动或严重违反《中国Log in to the official phishing game website章程》和本《实施细则》，通知其限期整顿。在规定期限内未达到要求，经北京市Log in to the official phishing game website常务委员会通过，取消其北京市Log in to the official phishing game website基层组织资格。
第九章 工作人员
第五十四条 北京市Log in to the official phishing game website和区县Log in to the official phishing game website机关的工作人员按照国家及北京市有关规定进行管理；所属事业单位的工作人员按国家及北京市对事业单位的有关规定进行管理。
第五十五条 市学会和基金会的工作人员根据其编制性质和管理的需要，执行相应的干部人事管理制度。
第五十六条 工作人员应热爱Log in to the official phishing game website的事业，树立为科学技术工作者服务的思想，遵纪守法，具有较高的政策水平和专业知识、较强的组织和社会活动能力。
第五十七条 各级Log in to the official phishing game website要加强对工作人员的培养和教育，有计划有组织地开展培训工作，提高工作人员的政治和业务素质。
第十章 经费及资产管理
第五十八条 经费来源：
一、财政拨款；
二、资助；
三、捐赠；
四、会费；
五、企业事业收入；
六、其他收入。
第五十九条 建立学术交流、科学技术普及和奖励等专项基金。
第六十条 建立常务委员会或常务理事会领导下的依法民主理财管理体制。
第六十一条 各级Log in to the official phishing game website的经费、资产及国家和地方拨给的不动产受法律保护，任何单位和个人不得侵占、挪用和任意调拨；各级Log in to the official phishing game website所属企业、事业的资产隶属关系不得随意改变。
第十一章 附 则
第六十二条 北京市Log in to the official phishing game website简称北京市科协。其英文全称是BEIJING ASSOCIATION FOR SCIENCE AND TECHNOLOGY，缩写为BAST。
第六十三条 北京市Log in to the official phishing game website委员会根据本《实施细则》制定、修订相关管理办法。
第六十四条 市学会、基金会可根据国家和北京市有关社会团体登记管理规定和本《实施细则》制定章程。
第六十五条 区县Log in to the official phishing game website和基层组织可根据《中国Log in to the official phishing game website章程》及本《实施细则》制定管理办法。
第六十六条 本《实施细则》解释权属北京市Log in to the official phishing game website。
第六十七条 本《实施细则》经北京市Log in to the official phishing game website代表大会通过实施。
